2. LTE Area
  (1) Tracking Area
    (a) TA (Tracking Area)
      - A TA includes one or several E-UTRAN cells.
      - The network allocates a list with one or more TAs to the UE.
      - In certain operation modes, the UE may move freely in all TAs of the list without updating the Mobility Management Entity (MME).
        -> 특정 오퍼레이션 모드에서,리스트에 있는 모든 TA들 내에서 MME 변경없이 UE가 자유롭게 이동할 것이다.
      - The tracking area (TA) concept replaces the universal mobile telecommunications system (UMTS) routing area/location area (RA/LA)
        and UMTS terrestrial radio access network registration area (URA) concepts to simplify the mobile area tracking operations and
        to reduce the overhead caused by the area updates a wireless transmit/receive unit (WTRU) has to perform.

    (b) TAI (Tracking Area Identity)

      - This is the identity used to identify tracking areas.
      - It is composed of a Tracking Area Code (TAC), a Mobile Network Code (MNC) and a Mobile Country Code (MCC).
      - See 3GPP TS23.003 Section 19.4.2.3

    (c) TAC (Tracking Area Code)
      - 16 bit integer.
      - See 3GPP TS23.003 Section 19.4.2.3.


  (2) CSG (Closed Subscriber Group)
    - A set of subscribers who are permitted to access a particular cell to which access is restricted.
    - Allowed CSG list: 사업자가 미리 지정하여 특정 Home ENB에 접속 가능한 사용자 목록
    - User CSG list: 사용자 자신이 특정 Home eNB에 접속 가능한 사용자 목록
